This came up in a duel I had with my buddy and I always wondered it but could never find an answer.

I'm sure that it can't be done, however...

If I have Tuningware & Delta Flyer on the field, can Tuningware increase its level to 2 for a Synchro Summon then Delta Flyer increase its level to 3 in order to Tune for a level 6?

I'm pretty sure that Tuningware is only level 2 during the actual summoning, not beforehand.

Can someone clear this up?

the effect of tuningware activates when he is selected as material, so if you use delta flyer to change his level to 2, his level wont go up to 3 by his eff

The effect that treat itself as level 2 monster for Synchro Summon is a continuous effect, it doesn't activates.
