Shooting Quasar Dragon miss the timing...?

My opponent summon brionac and use brionac effect to bounce Shooting Quasar Dragon, and i chain quasar effect to negate brionac effect, then he summoned black rose dragon and active it's effect to destroy all card on field, will quasar able to special summon shooting star after black rose dragon effect to destroy all card on field? Or quasar will miss the timing because last thing happen is black rose dragon destroyed all card on field...?

I think Shooting Star Dragon can be summoned, since whenever Quasar leaves the field, Shooting Star can be special summoned.

black rose dragon wont make it miss timing, just like how dimensional alchemist wont have its timing missed either, but it can miss its timing. Tribute Shooting Quasar and it misses its timing as its a mandatory "when" effect

Mandatory "When...you can..." don't miss timing nothing mandatory can miss timing.

Quasar will miss timing in these instances:

Tributed
Removed From field in the middle of a chain
Used in Fusion summon
Used in Synchro Summon

If it's destroyed by Black Rose dragon than the last thing to happen is Quasar being removed from the field and therefore it won't miss timing

made a mistake with my typing, mixed up mandatory with optional

optional when effects will miss timing is what I meant to say
