Galaxy Eye Photon Dragon vs Mirror Force etc

Nope, because its effect is Quick Effect so it can escape Mirror Force, not because it activates at attack declaration, take Utopia as example.

I am quite confused with the answer given. Since ruling said it could save himself from Utopia, I assume it could also save himself from mirror / saku because those trap cards are activate during Battle Step. And Konami posted an article about it and stated it could save himself from it. http://www.konami.com/yugioh/articles/?p=3419
I just want some clarification about it.

Attack declaration is the 1st step in the Battle Step...
And yes Galaxy-Eyes can save itself from Mirror Force and stuff like Mirror Force.
