1. if my t.g. striker destroy by battle and then reborn it to synchro summon. can i add another t.g. by striker eff at end phase?
2. opponent atk my striker with rai-oh. then in MP2 i veiler rai-oh. so, in end phase can i add another t.g.?

1) no, it has to stay on the grave until EP to activates it's effect.

2) you can choose whether resolve striker or veiler first. in other words, you can add a tg.

one question again, how about this:
field A: rai-oh, striker
field B: striker

Turn Player A
A: atk striker with my striker.
B: (in main phase 2) veiler to rai-oh

in end phase, who will resolve first?

it's about passing priority. TP has the chance to resolve his effect first or pass it to his opp at certain point. Then player B can either resolve their or also pass over the prio again to player A.
do that until both player has no mandatory effect that has to be resolved. if only optional left and both player passed then the game moved to the next step.

GB's tagging is basically the same (when both player has GB that can be tagged on the end of BP).
