1-GB Respite Since the ruling is now unofficial, can returning 2 GB monsters be considered a cost?

Looks like its all effect and no cost.

Its not saying that you have to return cards to draw. You are returning cards to the deck, then drawing.

No, it can't be considered a cost.

Same card has a TCG official ruling with a source that says it's not a cost as well.

It says "shuffle ..., then..." and using "Beckoning Light" as an example, it is effect, not cost.
