Formula Synchron vs. Chimeritech Fortress Dragon
I am the turn player, my opponent has a face up AoJ Catastor and a face up formula synchron, no backrow. I special summon cyber dragon, and declare my intent to summon chimeritech fortress dragon. Can my opponent chain with formula synchron's effect, synchroing for an ancient fairy, and if so, what happens?

The way I see it is: Since it is clear he did not respond to Cyber Dragon's summon by synching with Formula, you, as the turn Player, have the Priority to summon Chimeratech using Formula Synchron as a Fusion Material.

He can't chain to your "intent". So unless he responds to summon of Cyber Dragon you're free to summon Chimeratech and Formula synchron can't do anything to stop it.

In the summon response window of Cyber Dragon, your opponent is allowed to activate the effect of Formula Synchron. At this window, you may not perform an inherent summon.
If you and your opponent both doesn't have response in this window, the summon-response window closes and as the turn-player, you have priority to do anything before your opponent

BTW, we follow TCG, so that's mean using Formula's effect is one way to Synchro Summon that start a chain right?

the only thing that is different is the ability to negate the actual synchro summon in ocg, while you can't in tcg

they start a chain in both _CG but in OCG it is more like "I've just resolved, now there is an actual summon like you'd normally do in your main phase" instead of "I summon this due to my effect now"...

In TCG, the summon is by an effect and can't be negated by cards like Rai-Oh.
In OCG, once the effect resolves, then it's a regular Synchro Summon, so it can be negated by Rai-Oh.

The thing about this conversation is that its two-part and no one realized it.
First is using Formula Synchron. He SS through his effect, much like what Miror B just stated.
Second is that Chimeritech Fortress Dragon Summon is an inherent summon. If Formula Synchron's effect was not used before priority allowed the turn player to summon, then he cannot chain Formula as it is already is sent to the grave for the summon of Fortress. He also cannot chain to an inherent summon (because its technically not an effect to chain to).
