Shooting Quasar - Shooting Star Dragon Special Summoning Effect
So... Lets take a look on Quasar effect:
Tuner Synchro Monster + 2 or more non-Tuner Synchro Monsters
Must be Synchro Summoned, and cannot be Special Summoned by other ways. This card's maximum number of attacks per turn equals the number of non-Tuner monsters used as its Synchro Material. Once per turn, when a card or effect is activated: You can negate the activation and destroy it. When this card leaves the field: You can Special Summon 1 "Shooting Star Dragon" from your Extra Deck.
Now let's see Shooting Star effect:
1 Tuner Synchro Monster + "Stardust Dragon"
Each of these effects can be activated once per turn: ● Reveal the top 5 cards of your Deck. Shuffle them back in, and this card's maximum number of attacks this turn is equal to the number of Tuner monsters revealed. ● Negate the activation of an effect that would destroy a card(s) on the field, and destroy that card. ● When your opponent's monster declares an attack you can select it, then remove this card from play and negate the attack. During the End Phase, Special Summon this card that was removed from play by this effect.
So, in this point, if he negates the attack (If he was Special Summon by the effect of Shooting Quasar) and it is tributed, can he be Special Summoned by his effect?
I'm think not, since he was not Synchro Summoned Succesfully, making it unable to be special summoned in other ways. Much like Starlight-Stardust thing.

He can use all of his effects, save the one that would Special Summon him back.

What Potus said is correct. Shooting Star SS by Shooting Quasar can still be able to use all of its effect, but if it uses the effect to banish itself to negate attack, it will has a one-way ticket to Banish Zone.

I did... 2 times against the same opponent. He summon BLS and Quasar. He used BLS effect to remove my monster. I used Orange herald, he negated with Quasar, I also used ANOTHER orange herald on the quasar. then both dies.
But he actually misplayed, I had librarian AND a MAXX"C" when he was Synchro Heavy to a quasar. then I just had 15 cards in hand or even more.
