Solemn Warning.
OK this took me aback today. I summoned a monster during my M1 my oppenent used solemn warning. Monster destroyed so in grave. I went to use monster reborn. He said i can't reborn a monster destroyed by warning. I asked him to link a ruling because that's totally new news to me. He asked in public chat and someone agreed with him so i said w/e and went with it. It's not that serial. After losing the duel which i deff wouldn't have lost if i had summoned my monster lol. I went on wikia to look at the rulings and saw nothing about not being able to reborn it. So i'm here to ask for verification.

That only applies to Nomi and Semi-Nomi monsters. If their summon is negated, they cannot be Special Summoned from the Graveyard or Banished since they were not properly Summoned first.

What monster did you summon?
If it was a Semi-Nomi monster like Chaos Sorcerer or Black Luster Soldier - Envoy of the Beginning.
You cannot summon them with Monster Reborn because their summon was negated.

Nomi monsters cannot be special summoned by other ways regardless of if they were summoned properly before hand.
A example of a Nomi Monster would be Armed Dragon LV10
This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by Tributing 1 "Armed Dragon LV7". You can send 1 card from your hand to the Graveyard to destroy all face-up monsters your opponent controls.
A example of a Semi-Nomi monster would be Chaos Sorcerer.
This card cannot be Normal Summoned or Set. This card can only be Special Summoned by removing from play 1 LIGHT and 1 DARK monster in your Graveyard. Once per turn, during your Main Phase, you can select 1 face-up monster on the field, and remove it from play. If you activate this effect, this card cannot attack this turn.
If you read their summoning conditions you will notice some differences mainly chaos sorc says ONLY while Lv10 says EXCEPT.

only stuff like fusion,rits,synchs,xyzs, and cards that say you have to pay a cost to ss that card because their summon was negated.

Woah, woah, woah. Nomi's and Semi-Nomi's have Summoning Procedures, not costs. Cost would imply that it's an effect.

Most simple explanation would be.
Anything with this text
"You can only special summon this card...."
Or since recently everything with this text
"You must first special summon this card...."
Has to be successfully summoned in order for it to be revivable from grave or from Banished Zone.
Anything from Extra Deck that is considered Semi-Nomi by default however some cards are Nomi because they have this text "This card cannot be special summoned Except By..."
Another example of Nomi Monsters are Ritual Monsters who also must be Ritual Summoned to be revivable.
If a Semi-Nomi monster is flipped face-down and the Flip Summon of that monster is negated than the monster isn't counted as being properly summoned even if it was before being flipped face down.
