Pachy also allows us to destroy all their monsters after a swarm of SS while Jowgen is only on our turn.

Dyna is the clearly superior card

Dyna by far. It has bigger attack and his "Nuke all Special Summoned" monsters is a little more reliable. Jowen can get Veilered and Dyna can catch the opponent off guard.
