Negate Attack counters Mirror Force
Greetings Duelists,
recently a friend of mine has claimed to be able to use Negate Attack in order to counter my Mirror Force. He thinks that Mirror Force "reflects" the attack of the attacking monster, turning his attack into an attack of my own as the name Mirror Force would imply. He bases this theory on the first OCG ruling at the yugioh wikia stating the following:
"If a card like "Mirror Force" is activated in response to an attack, then "Negate Attack" can still be activated in chain. However, note that "Negate Attack" will resolve first, so cards like "Enchanted Javelin" or "Magical Arm Shield" will resolve without effect because the monster is no longer attacking. Cards like "Mirror Force" or "Widespread Ruin" which have the text, "Activate only when your opponent declares an attack." only have the attack declaration as activation conditions, so their effects will still be applied even if the attack is negated. If "Kunai with Chain" is activated and then a chained card negates the attack, then "Kunai with Chain" will still give +500 ATK, but the attacking monster will not be changed to Defense Position."
I would like confirmation that this ruling merely means that I can chain Negate Attack in order to prevent cards like Enchanted Javelin from resolving and an opponent's Negate Attack cannot be activated to counter the effect of my Mirror Force.

even if he could, the ruling states it: It doesn't stop mirror force from resolving, the monsters will still be destroyed.

And by the way, he can't use Negate Attack on the monsters he's controlling.

Well, make it clear, i give you an simple example, opponent attack with utopia, then mirror force is activate, opponent negate utopia attack by it own effect, but as long as opponent declared attack which is a requirement to active mirror force, even attack is negated, mirror force still can activated, and mirror force didn't bounce the attack, it just destroy monster before the monster enter damage step.
If you still not clear, here the concept, monster attack negated doesn't mean that monster did not declared attack.

You can't activate Utopia's effect in response to Mirror Force,
Everything else said is correct, Negate Attack doesn't mean Attack Declaration didn't happen therefor Mirror Force can be activated.

Mirror force's only activation requirement is that your opponent declares an attack, he doesn't even need to select a target, he just needs to declare that he's going to attack. At that point mirror force can be activated and will resolve if unopposed.
Furthermore mirror force doesn't target an attacking monster or anything for that matter, all it does is destroy the opponent's monsters in attack mode, so once mirror force has activated it doesn't care if the monster finished attacking or is still attacking or not...

If the situation said D-Prison, it would work since D-Prison specifies "The attacking monster".
Mirror Force just says to nuke attack position monsters. It just requires a monster to declare an attack, it doesn't care if the monster's still attacking or not.
This is all based on the part where the opponent managed to negate their attack in the first place.

If the effect of "Scrubbed Raid" is activated when a monster declares an attack, then the Battle Phase ends, so the attacking monster can no longer be treated as an "attacking monster".[7]
If the effect of "Scrubbed Raid" is activated in Chain to an effect like "Sakuretsu Armor" or "Dimensional Prison", then the effect of "Sakuretsu Armor" is not applied, and the attacking monster remains on the field.[7]
If the effect of "Scrubbed Raid" is activated in Chain to "Magic Cylinder", then the Battle Phase ends, so "Magic Cylinder" cannot negate the attack so the effect of inflicting damage equal to the monster's ATK is not applied.[7]
The effect of "Mirror Force" only destroys all monsters in Attack Position, so all Attack Position monsters will still be destroyed even if the effect of "Scrubbed Raid" ends the Battle Phase.[7]
