Can you equip this card to an opponent's monster?
He says he has it equipped to my Neos Alius but I'm not sure if he can do it to my monster.

(Unless I'm forgetting some special card) Equip Cards can equip to any monster on the field, including ones controlled by your opponent.

Equip Cards can be equipped to monsters on either side of the card, unless the effect of the equip specifies otherwise.
