Summon Limit

Simple question. If summon limit is active on field (neither play can summon more than twice per turn) And I negate a summon with Solemn Does that attempted summon still count towards the 2 per turn you're allotted.

I ask because I have two trains of thought in my head that contradict each other. With Great Shogun Shien which limits spell/traps to 1 if you negate a spell/trap that was activated your opponent can then play 1 more. But if your normal summon is negated by a solemn for example you're not allowed to attempt another normal summon.

The negation of the activations of Spells and Traps works different mechanically than the negation of a Summon. The game state will always remember that you attempted that summon, even if it was negated.

If a Summon is negated, that attempt still counts for the purposes of Summon Limit, meaning you will only have 1 Summon attempt left.

Well if a normal summon is negated with solemn, that still counts as an attempted summon and you can't normal summon again. So the same should apply with summon limit
