If I have a Tengu in my hand, I can use him for the XYZ, too. Make a Shock Ruler, detach Tengu, special summon Tengu. Make another Shock Ruler, detach Tengu, special summon Tengu. Make another Shock Ruler, lock Monsters.
Needs some fixing, though. Any suggestions?

Yes, for your information, Tengu doesn't get effect if it is used for Xyz (both when it is overlayed and when detached).
