Even if it was used by Jaden, it's still incorrect in the card game.

If you reveal Rainbow Neos you can only send E-Hero Neos to the grave.

The OCG text of rainbow neos states the fusion material is "Elemental HERO Neoss + 1 Ultimate Gem God Monster"

since it doesn't specifically name rainbow dragon, you can't target it (this carries over to the TCG, even though it says "Rainbow dragon OR Rainbow Dark Dragon

and if you say "It says previously official ruling, so it isn't valid" I am literally going to turn into the incredible hulk and rampage through New York City

Previously official rulings are still valid until konami overturns them, which has not happened

And in OCG, you need a monster, which has "Ultimate Gem God" in its name (which Sin Rainbow Dragon isn't), so this don't work...

I didn't know that in the OCG must have an ultimate gem god i just said that cause in the TCG says "Rainbow dragon or Rainbow dark dragon".

Short answer: Prisma can only replace a monster that is specifically listed on Fusion monster. Since you can use Rainbow Dragon or Rainbow Dark Dragon he can't be used as a replacement.

Simply put, Prisma can't be used for a monster that isn't specifically listed on the card the same way a Fusion Substitute couldn't. For example, you could use him (or a Fusion Substitute) to replace Black Luster Soldier on Dragon Master Knight because BLS is specifically listed as a Fusion Material but you couldn't use either Prisma or a Substitute for Five Headed Dragon since he just says that any five dragons can be used and there isn't a specific monster needed.
