Neo Galaxy-Eyes Photon Dragon

On Yugioh wikia, it lists its effect as "When this card is Xyz Summoned using "Galaxy-Eyes Photon Dragon" as Xyz Material: Negate the effects of all other face-up cards on the field." but this site says "When this card is Xyz Summoned using "Galaxy-Eyes Photon Dragon" as Xyz Material: Negate the effects of all other currently face-up cards on the field. This has caused trouble for me because the DN ruling states that it only negates face-up cards that are currently on the field meaning that anything placed on the field after doesn't have its effect(s) negated. So, how does it work? If Galaxy-Eyes is used as one of the XYZ materials, does it always negate face-up cards on the field or only face-up cards on the field when it's summoned?

It only negates the effects of other face-up cards that were face-up when it was XYZ summoned. Any other face-up card played after the summon won't have its effect negated.

Sure have seen this same question a lot, lately.

Would be too epic if it'd negate permanently.

It's currently a trigger effect on summon instead of a continuous effect, even the wiki states it that way. It only nagates faceup cards at the time of the summon.
