Geartown and summons

I had a quick question about geartown, and the level 5 or 6 ancient gear monsters.

Basically I was wondering if I could summon a level 5 or 6 monsters without a tribute while geartown was on the field?

I was also wondering if people still used the previously official TCG rulings?

Unless there a new rule it still stands, so I think u can summon level 5 or 6 ancient gear monsters without tribute,
