Tribute 2 non-Token Normal Monsters you control; While this card is face-up on the field, neither player can Normal or Special Summon any Effect Monsters.
If I have say, Tyrant's and 2 more continous traps, can I still activate Uria's effect to tribute the 3 traps and destroy Tyran't Desperation through Uria's effect and then sp summon Uria?

No, because it isn't legal to Special Summon an Effect monster, even if you could tribute Desperation in order to Special Summon one.

"neither player can Normal or Special Summon any Effect Monsters" can be fully means "neither player can attempt to Normal or Special Summon any Effect Monsters"
