Hand limit

So if I have more than 7 cards in hand at the end of my turn I gotta discard till I have 6...

my question is...

if I use this... to discard a card who's effect activates when discarded such as the fabled Cerburell, does the effect activate... or does it not work with the hand limit forced discard?

Yes, even when Fabled monster discard by hand limit, it still triggered.

but it doesnt apply to dw, which is why they have that card that has that effect

I guess it could. It only needs to be simply discarded. It doesn't care how it got discarded (Unlike Dark World's that specifically need an effect to do it)

Basically read the card. If it doesnt say "discarded by a card effect" then yea it should work. This might not always be the case, and Im too lazy to look up the Fabled cards, but it is a generalization.
