Summoning questions
Im new to the game and was wondering can you tribute 2 monsters for Black Luster EOB or just do the remove from play thing? Also can you discard that card and ritual cards like Magician Black Chaos to the graveyard from hand or deck and bring them back with reborn or haunted? Also can you bring those cards out of hand with ancient rules?

You can only summon BLS - Envoy by removing monsters from play.
Monsters like BLS and Magician of Black Chaos have to be summoned properly before they can be brought back by effects like Call of the Haunted and Monster Reborn.
Ancient Rules will not work with either monster you have asked about.

You can't tribute monsters for BLS.
To summon it you need to remove the monsters from the grave (while you have BLS in hand). If the summon is succesful (which means it didn't get negated by Solemn or Thunder King Rai-Oh...), then you can reborn/CotH BLS from the grave.
Monsters like BLS & MBC are semi-nomi monsters ( http://yugioh.wikia.com/wiki/Semi-Nomi ) which means they need to be properly summoned first to be revived.
Ancient Rules doesn't works since both of them aren't NORMAL monsters.

Sorry for all the questions but since Endymion doesn't say cannot be normal summoned he can be tributed for and not just special summoned through the citadel?

Yeah, he can be tributed summon.
On a side not, since he's not a nomi (or semi-nomi), he can be normal summoned and revived (discarded then reborned for example) even if he wasn't properly summoned at first.

BLS must first be special summoned through his effect and as long as his summon is not negated by cards like Solemn Warning. He can be special summoned again from the grave through cards like Monster Reborn or Call of the Haunted. Also if his summon was not negated but he was destroyed through cards like Bottomless Trap Hole he can be special summoned from the RFG zone.
Also if BLS is returned to the deck or hand he must be summoned again properly to be special summoned from the grave or RFG zone.
These type of monsters are known as Semi-Nomi.
