going by text only it looks like shallow grave but it isnt

you can special summon with cretin even if opponent doesnt have any mosnters in grave (and shallow grave cant be used if opponent doesnt have mosnters in grave to special summon)

the ruling you quoted just results of the ruling that the effect is optional
