I was using a darkworld deck & used card destruction, then the other guy replie that is a cost so I cant use DW efects. I think is an effect.could somebody tell me if its a cost or not and why?? silent

its not cost, its an eff... so u could activat dw monsters' eff

The reason why it is not a cost is due to the way the card is writen.

Each player discards their entire hand and draws the same number of cards they discarded.

The "and" in the text indicates that discarding and drawing essentially happens at the same time (however you proceed to resolve the effect of the card from left to right ie discarding first and then drawing). Neither is a cost to do the other and so you discard your hand and draw at resolution.

"And" part indicates that both parts happen after resolution (in translation, as an effect), not at the same time.
This is important for those effects that are optional/mandatory. Dark Worlds are mandatory and that's why you get their effects. Otherwise, they would miss the timing.

polymerization says hi for saying "AND", yet isn't treated as simultaneous action.
Quickdraw synchron also says "AND" yet it's a cost/summoning requirement to special summon him.w

but yeah, that generalization, works in general.

even though,you still discard earlier before you draw.
card destruction discard and draw is simultaneous in gamestate point of view. >________>
yeah optional "When...You Can..." effect will miss it's timing.
