Chain Energy Ruling
I have a question, for Chain Energy, do you have to pay the cost when special summoning from the deck or the extra deck? I'm asking this because I had an issue with this during a duel on Dueling Network along a fellow player. I hope someone could answer this question, thanks.

The card text is very clear: Each player must pay 500 Life Points per card to Normal Summon, Special Summon, Set or activate cards from his/her respective hand.
So you won't pay when you Special Summon from Deck or Extra Deck, or even from Graveyard.

^Couldnt have said it better myself. Cards that come from the deck, such as Reborn Tengu, get around Chain Energy. Also XYZ and Synchro Summons do as well. Chain Energy only effects cards being played from your hand.
