Steelswarm Roach vs Stardust Dragon at End Phase

Hi everybody
I have a question about Steelswarm Roach effect. I have already read that Steelswarm Roach effect can be used to negate Stardust’s Special Summon during End phase.

But I also understand that Stardust Special Summon during End phase starts a chain (During the End Phase, if this card negated an effect this way during this turn: You canSpecial Summon this card from your Graveyard). But Steelswarm Roach cannot negate summons that start a chain (http://yugioh.wikia.com/wiki/Card_Rulings:Steelswarm_Roach#cite_note-OCG_11202-0, if wiki is right.)

So can steelswarm Roach negate stardust summon at end phase, as I think, or am I wrong and can you explain why ?

I guess it was mean for can not negate card summoned by other card effect. (Which pretty much works like Thunder King Rai Ou, can not negate summon by other card effect)

Also you didn't read full senctences :
This effect can only negate a Special Summon that do not start a chain, like "Cyber Dragon" and "Chaos Sorcerer".[1]

Thats kinda like saying you reading solemn warning as : "Pay 2000 Life Points. Negate the Summon of a monster OR the activation of a Spell Card, Trap Card, or Effect Monster's effect that includes an effect that Special Summons a monster(s), and destroy that card."

Summon negation effect can only negate inherent summon, that doesn't start a chain, they cannot negate summon via card effect, since the summon happen at effect resolution. NOTHING can be actived while another effect is resolving.

Where do you heard that Steelswarm Roach can negate the ss of Stardust at End Phase by its eff?
Steelswarm Roach CAN ONLY negate the Synchro Summon of Stardust, not when Stardust return at End Phase by it own effect, Because that's an effect monster, Steelswarm Roach cannot negate monster's effect.

No, Steelswarm Roach CAN´T negate stardust EP summon by eff

Steelswarm can negate the synchro summon of Stardust dragon and it's effect wont be used because it never hit the field, if however, it was special summoned in the end phase then roach won't be able to negate it because it is Special summoned by an effect that started a chain.
