Negation of Solemn Warning/Judgment and a Meklord Emperor
If a summon was negated and destroyed can a Meklord Emperor be summoned via effect like Wisel and Granel

the card is not on the field when destroyed so you can't use meklords

The summon would be negated so the summoning of the Meklords won't really work in that instance. The monster you want to trigger the summon of the Meklord Emperor must be destroyed whilst they are actually present on the field and it's not negated by an effect that would prevent the summon of it.
So let's see the effect of SW to explain this throughly:
Solemn Warning
-Pay 2000 Life Points. Negate the Summon of a monster OR the activation of a Spell Card, Trap Card, or Effect Monster's effect that includes an effect that Special Summons a monster(s), and destroy that card.
The part in red tells the summon is negated so it prevents other effects since it never hits the field. The part in blue is how the effect is resolved so in the instance of meklords, it cannot be summoned due to the summon being negated before it could hit the field.
So let's see the effect of SW to explain this throughly:

It works in the case of negating a flip summon though, since the card was on the field to begin with correct?

^I don't believe so, since even negated flip summons are treated as never having hit the field. Like how a if a synchro gets warned when flip summoning, you can't SS it with reborn.

In other words, no. And also, if a semi nomi/synchro etc is flip summoned and negated then it is not considered to be summoned successfully.If a card like "Solemn Judgment", "Horn of Heaven", or "The Selection" negates the Flip Summon of a monster, then the monster is not treated as being sent from the field to the Graveyard.
