I been searching online to find Daigusto Emeral's card ruling but can't find any so here's the question can u use his effect to revive the non-effect monster he distach?

as long as you have at least one other "non-effect" monster on the graveyard yes you can revive the "non-effect" monster you detached.

Zephyr I am sorry but you are wrong there only needs to be a non-effect monster in the graveyard at resolution

You need to have a non-effect monster in grave to ACTIVATE the effect, so if not, Emeral cannot activate the effect, the same for the other effect.
