I'm guessing no since the wording is similar to Lumina and you can't use Luminas effect if you don't have a target in the first place.

Yes but You need another target in the grave already that meet the requirements of the effect. first eff need 3 monsters detach is 4. second eff, needs another normal monster in grave, detach is the other.

So its not possible to only 2 monster on grave ?
The detach is cost (?) 2+1 newly monster makes 3 targets

Nope. You need 3 in grave already. At the moment of activation there needs to be 3.

as said for ultimate lol, you can target it for both effects, but you need the targets before activating the eff

Emerald can revive the monster it detached only if you have a normal monster in the grave before you detach the overlay unit. Same with the other effect, you need three monsters already in the grave before you can activate the effect. (sorry if I am restating what everyone else said)

To activate either effect of Emerald you need legal targets before you detatch a material. So:
You'd need to have at least 3 monsters for 1st effect
At least 1 normal monster for 2nd effect.
