how can you tell which cards can be activated in damage step?
michizure can be used during damage step (its text doesnt say anything about battle)
soul rope cant be used on damage step
whats the diff between the 2 ?

Counter Trap Cards ("Solemn Judgment", "Dark Bribe").
Normal Trap Cards, Continuous Trap Cards, Quick-Play Spell Cards, and Quick Effect Monster Cards that alter the ATK and/or DEF of one or more monsters on the field ("Blast with Chain", "Rush Recklessly", "Castle Walls", "Reinforcements", "Shrink", "Honest"). The card must DIRECTLY affect ATK/DEF to be valid; you cannot activate Scapegoat during the Damage Step even if you control United We Stand, for example, because Scapegoat does not directly change the ATK/DEF on any monsters.
Mandatory Trigger Effects ("King Tiger Wanghu").
Flip Monster Effects (which are mandatory by nature) ("Cyber Jar").
Quick Effect Monster Cards that negate the activation of other cards or effects ("Herald of Perfection, "Horus the Black Flame Dragon LV8").
Any card whose text specifically says it may be activated during the Damage Step ("Nutrient Z", "Kuriboh").
Cards that do not meet the activation criteria, but whom Konami/UDE have stated may be activated in the Damage Step ("Null and Void").
That is a general guide, but there are exceptions. For things that you're not sure of, just look up the ruling, as there are some case by case examples of similar cards than can and cannot be activated during the Damage Step.

But to remember it basically... a normal trap cann't used in damage step, unless it alter ATK/DEF, or some exceptions.

tcb i was talking when cards dont fit any of the listed on the damage step rulings thats why i mentioned 2 cards with similar wording (only diff is one of them needs the monster to be destroyed) and diff rulings for damage step

Michizure looks like one of those BKSS rulings, like Null and Void.

Michizure can be used in Damage Step, becuase it can only activate when a monster is sent from the field to the graveyard, which *can* be at the end of the Damage Step.
Just remember Michizure may be impossible to activate if it's something like Pyramid Turtle being destroyed by battle. Michizure is "you can (Optional)" and Pyramid Turtle is Mandatory, so the last thing happening in that chain is for Pyramid Turtle to S/S, and Michizure would miss its timing.
Regarding Damage Step in general:
Counter-Traps can be activated.
Cards that alter ATK/DEF can be activated.

How can Michizure miss the timing if Pyramid Turtle is destroyed by battle?
When Pyramid Turtle is destroyed by battle and sent to the graveyard, its effect can be activated as Chain Link 1. Then you can activate Michizure as Chain Link 2 because Pyramid Turtle had just been destroyed by battle. You will then destroy a monster on the field, and then SS by Pyramid's effect.
And Pyramid Turtle's effect is optional, not mandatory.

That's when you resort to "BKSS" or Because Konami Says So; when you have two relatively similar cards that have near opposite rulings or rulings that don't quite make sense.
