Stardust Assault
If Sa/AM is destroyed by a card like, Divine wrath, can i summon stardust?
Or does /AM tribute himself so it wouldnt be "Destroyed"

SDAM's effect cannot chain to Counter Trap. And if it is destroyed while on the field, you can Special Summon Stardust from grave, but mostly when SDAM's eff's activation got negated, it is already in the grave, so SDAM won't be counted as "destroyed"

In either scenario:
1) SD/AM negating an effect
2) SD/AM reviving itself
SD/AM will be in grave, hence can't be destroyed. As its text says "When this card on the field is destroyed...", so it will not be able to summon a Stardust.

You can think of it in spell speed for simplicity. All counter Traps are Spell speed [3] nothing is faster than it other than another counter trap. Ignition effect monsters like STAR-DAM, quick play spells or normal traps or other ignition monster are all speed [2]

SDAM only has quick and trigger effect.
the scenario is not about spell speed, but rather was SDAM got destroyed with wrath to be able to summon SD.
