Would a card like this be too broken?

Super Skill Drain
Type: Normal Trap Card
Until the End Phase: pay 1000 LP; the effect of all monsters on field and either player's hand and graveyard are negated and cannot be activated.

I think it would help a lot against the top tier decks of this format.

Win Conditions are supposedly negatable conditions.

We just have yet to have a card that negates things that apply in the hand. Everything so far has to respond to something that starts a chain.

Does not look too broken.
Also,normal sill drain pretty much kills the most meta decks anyway.

however,you can't chain it exodia and at the biginning of the next turn exodas is no longer negated.

Actually Exodia's effect is a win Condition so it can't be negated.
