So it prevents you from taking effect damage while its attk points go down.
When it reaches 0 atk points can the counters still build up? since it does not say that there is a limit to the counters black-winged dragon could have.
Will the no damage to your lifepoints effect still apply?

there is no certain limit of counter BWD can has.
yes, you will still put 1 counter instead taking effect damage.

This. Unlike LaDD, who NEEDS to lose attack to activate his effect, Black-winged dragon's attack reduction is part of a continuous effect that is in no way related to the counter gaining effect. One does not conflict with the other.

You can theoretically have infinite counters.
