Decoy Dragon v. Royal Oppression

Stated as above. The Wikia says that Decoy's effect happens during the "Battle Step.", although this is a 'previous ruling'. Since it's a very UU card, I wasn't able to find any answers for it. Does anyone know which card 'wins'?

anyway Yes you can activate Royal Oppression on Decoy Dragon's effect.

Alrighty, thanks! Just out of curiosity, could you tell me why/how it is? (Aside from BKSS lol), I'm just curious.

the first ruling says it:

"Decoy Dragon's" effect is activated during the Battle Step when it is selected as the target for your opponent's attacking monster.

Battle Step. There is nothing that prevents Oppression from activating there. The only restriction it has is not being able to activate in the damage step.
