Once per turn: You can detach 1 Xyz Material from this card and declare a type of card (Spell, Trap, or Monster Card); until your opponent's next End Phase, neither player can activate cards of the declared type.
[Future Fusion]
Send, from your Deck to the Graveyard, Fusion Material Monsters that are listed on a Fusion Monster Card, and select that 1 Fusion Monster from your Extra Deck. Special Summon a Fusion Monster from your Extra Deck with the same name as the selected Fusion Monster during your 2nd Standby Phase after this card's activation. (This Special Summon is treated as a Fusion Summon.) When this card is removed from the field, destroy the monster. When the monster is destroyed, destroy this card.
Scenario; Opponent activates Future Fusion, one turn passes, then I summon Number 16: Ruler of Color - Shock Ruler, declare "Monster", is the fusion monster summoned via Future Summon?

it is similar to this ruling:
to activate a card = place it face up on the field. You are not allowed to, so you do not special summon.If "Future Fusion" is activated and chooses a LIGHT or DARK monster and later the effect of "Koa'ki Meiru Drago" is applied, then during your second Standby Phase no monster is Special Summoned and "Future Fusion" remains on the field meaninglessly.

uh the monster will come out because you arent ' activating' the monster .....
k meiru drago doesnt prevent the activation of monsters it prevents summon ....completly different

the definition of activating a card is placing it face up on the field. That also counts for monsters
Don't confuse "activating a monster" with "activating the effect of a monster".

prohibition lets you summon the monster with other card effect
with restrictions applied on it
cant release use as material( for fusion /synchro/Xyz ) or apply effects (if you summon jinzo under prohibition traps wont be negated)
why do you say this card is different?
are you sure the change from the word ' play ' to ' activate' doesnt mean this card effect prevents monster effects activation instead of playing monsters ?

I'm not 100% sure on this, you just have to wait for official rulings here.
You got a point, yes, you can summon with another card effect despite prohibition. Haven't thought of that. With that ruling you might be right, yes.
I don't think that it means monster effects. As said, you should carefully differ "activating a card" and "activating the effect of a card". That is also quite important with Geartown vs Solemn Warning for example.
According to the wording I'm quite sure that you could activate the effect of an already face up ultimate offering while "trap" is declared for example. Or you can activate honest/kalut while "monster" is declared.
Currently I'm not sure about cards like gorz/fader. Taking that prohibition ruling and that above it might be, that "summon due to an effect" is not "activating a monster card".
That would mean, that you could still use them.
Oh well, I'd suggest, just wait for rulings^^

This is silly. There's no such thing as "activating" a monster. There's playing a monster, but not activating.
If Number 16 were to stop cards from being played, it would've said "play". If it did, it would've probably been a bit overpowered.

Let's look at the card Chain Energy.
Each player must pay 500 Life Points per card to Normal Summon, Special Summon, Set or activate cards from his/her respective hand.
Obviously it says "summon or set" because you cannot "activate" a monster.
Summoning and activating are not the same.
