Wrath of Neos
My judge opp keep said he book of moon my Neos monster
so Wrath of neos didn't resolve (Returning neos ot the deck is a cost)
Right or Wrong ?

Select 1 face-up "Elemental HERO Neos" you control. Return it to the Deck and destroy all cards on the field.
TCG Rulings
“Wrath of Neos” targets 1 face-up monster named “Elemental Hero Neos” you control.[1]
This ruling is most pertinent because costs/conditions do not target. Only card effects can target. Also the language even has "and".
You can activate “Wrath of Neos” and target a Token or “Embodiment of Apophis” being treated as “Elemental Hero Neos.” If you target a Token, you cannot return it to the Deck or destroy all cards on the field. If you target “Embodiment of Apophis,” you can return it to the Deck and destroy all cards on the field.[1]
This ruling also make it know that the condition for the activation of this card is targeting a face up "elemental hero neos" or something bearing that name. It also points out that if the neos isn't returned to the deck, then the destruction does not happen.
If your opponent gains control of “Elemental Hero Neos” targeted by “Wrath of Neos” before it resolves, you still return that card to your Deck and destroy all cards on the field.[1]
Changing side of field doesn't change targeting. Book of Moon and other things that cause a card to be removed from the field or flipped facedown removes targeting.

Judge is right. wrath of noes can't target something that isn't face-up on the field.

What he said is contradiction the card text

How it return to deck if you didn't control it ? Unless its a cost

How it return to deck if you didn't control it ? Unless its a cost
"Wrath of Neos" targets "Elemental HERO Neos" upon activation not resolution, even if it switches control it will still return to the owner's deck (and resolve the rest of its effect) since it only needs to be on your control upon activation.

So in short, since it only needs to be on my control upon activation, A booked of moon "Elemental hero neos" will not prevent neos returning to deck that already targetted by Wrath of Neos ?
(And still destoying all cards on the field)

umm no, if it was flipped face down from "Book of Moon", you cannot resolve the rest of its effect since you cannot return "it" (Elemental HERO Neos) to your Deck because the identity of face-down cards are undefined.

if you have problems with such a card and there is no clear ruling, just search in another card's ruling that does a similar thing... in this case, returning to the deck and doing something else at resolution.
If the "Gladiator Beast" monster targeted by "Test Tiger" is not face-up on the field at resolution (for example, "Book of Moon" or "Ring of Destruction" was chained to the effect), then "Test Tiger" resolves without effect.
