Can you divine wrath tyrant neptune's atk gaining effect?

people keep trying to do it to me at yugioh leagues

im pretty sure that's a continuous effect, so No you can't use Divine Wrath on The Tyrant Neptune's effect that makes it gain ATK and DEF equal to the total ATK and DEF of the tributed monster(s) kthx '')/

the attack effect is continous but the trigger effect (select 1 monster) is mandatory, you must activate that. That can be negated by wrath and destroyed.
