Once per Turn, you can select 1 card on the Field that you can place Spell Counters on. Place Spell Counters on the selected card up to the maximum number of Spell Counters that can be placed on that card. This card's effect cannot be applied to a card that does not have a maximum number of Spell Counters specified in its effect.

Notes: Magician's Apprentice is an idea I had after building someone a Spell Counter deck recently. It's basically designed to speed up things like Skilled Dark Magician and Royal Magical Library. I may or may not add more stuff later.

It's a good card, but it needs a name change. We already have "Apprentice Magician", which adds 1 Spell Counter when summoned and searches a Level 2 or lower Spellcaster when it's destroyed. I also think your monster needs to be Level 5, to make it a bit harder to summon. Otherwise Spellcasters will become the new Dark World.
