Ninjitsu Art of Super Transformation

Let's say my opponent has a level 12 monster on the field and I have a level 4 ninja. Can I use Ninjitsu Art of Super Transformation and make the combined level of the two monsters exceed 12?

I would think that you could special summon a monster under the combined level, however I dont think it changes the overall level of your monster? Might be wrong here, but thats what I've seen so far anyways.

super transformation says equal or lower, so it doesn't matter if the combinied level is higher than 12, you just can summon anything

No, the level has to be exact, so you would have to summon a level 16 monster, which doesn't exist

Target 1 face-up "Ninja" monster you control and 1 face-up monster your opponent controls; send them to the Graveyard, then Special Summon 1 Dragon, Dinosaur, or Sea Serpent-Type monster with an equal or lower Level than the sent monsters' combined Levels from your Deck to your side of the field. If this card leaves the field, banish that monster.
