if my opponent summons jd to the field and activates his eff could i pop safe-zone at the same time killing him as well

Yes you can, JD will be chain link 1, Safe Zone targetting JD will be chain link 2.
Safe Zone resolves 1st, then JD's eff, so JD will destroys Safe Zone, and Safe Zone will drags him along with it.
