Mirage Dragon effect: your opponent cannot activate traps during the battle phase.

Divine Wrath trap card effect: discard one card. Negate the activation of an effect monster and destroy that monster.

May I activate Divine Wrath AND another trap card at the same time?

You cannot use Divine Wrath against Mirage Dragon's effect. It is a continuous effect, it DOES NOT activate, so Divine Wrath cannot be chained to it.

Let me answer your question with a question.

Can you Divine Wrath a Jinzo?

Short answer is no to both questions.

Long answer is you can't negate a monster with a continuous effect. Jinzo's & Mirage Dragon's effects are continuous. They don't "activate."
