Thunder King vs Herald of orange light

I was at locals and came across this senerio

opponent has thunder king on field with fiendish chain

me: Archlord Kyrista which is locked down by fiendish

I banish a agent from my hand to special summon Master Hyperion from my hand opponent activates thunder king...

could i chain with Herald of orange light to destory thunder king?

sure, nothing prevents you to negate effects that want to negate summons^^

well the problem in general was wondering if Thunder King was technically on the field or not

Herald of Orange Light's Errata sucks really bad ATM.
For all purposes involving Orange, if an effect starts a chain on your opponents side of the field, it can negate it.

Oranger can negate any actived effect, like Sangan, Honest, D.D. Survivor, etc.

Herald=Divine Wrath

That is all you need to know, anything that Divine Wrath can negate, so can Herald Of Orange Light.
