Paying 2000 LP is a cost for Warning,
however, you can not activate torrential in response to warning, as warning is spell speed 3 and torrential is spell speed 2
you can not activate warning in response to torrential, as warning does not negate all spell/trap cards, only those that special summon a monster(s)

Solemn Warning cannot be chained to Torrential tribute. That activation is illegal.
Solemn Warning can only negate inherent summons (that does not start a chain) or in response of a card that can summon a monster.
Also, costs are always paid before activation. If you can't pay the cost of a card, you can't activate this card. Moreover, if your opponent activate a card that require to pay a cost and you negate it, cost is still paid.

I think you should mention: "the first part of solemn warning" ie the part before the "OR"
so people don't become confused and think Solemn Warning negates like Solemn Judgment.
When a monster would be Summoned, OR when a Spell Card, Trap Card or Effect Monster's effect is activated that includes an effect that Special Summons a monster(s): Pay 2000 Life Points; negate the Summon OR activation, and destroy that card
The first part (red) negates inherent summons, while the second part (green) negates summons that start a chain.

Guys, I "Torrential Tribute'd" his "Malefic Stardust Dragon" then he activated his "Solemn Warning."
That's the Problem....he couldn't do it cuz he still had to pay the cost, no?

He couldn't because the timing for Solemn Warning to be activated has passed, and Warning cannot negate Torrential Tribute.

Only one card can be used in response to a summon. Just like how only one card can be used in response to a attack.
For instance lets say my opponent has a face down Mirror Force and Dimensional Prison and I attack Direct. He plays Dimensional Prison and I chain Trap Stun he cannot chain mirror force to my trap stun.
Also costs ALWAYS must be paid even if the activation of the card is negated the cost is still paid because even before the activation you pay the cost.
For instance I play Solemn Warning and then my opponent plays Solemn Judgment I still pay 2000.

This is incorrect. Mirror Force can be active at any chain link, not only chain link 1 in attack respond window.

In this situation theoretically he could activate Solemn Warning ONLY in response to the Summon of his own Malefic Stardust Dragon so that Torrential Tribute couldn't be activated at all (the cost would be paid and his monster destroyed). But I'm afraid there's no point in doing that, especially considering the fact that he doesn't know what trap card you have set on the field.
EDIT: I just noticed he had only 100LP left... In this case he couldn't activate Solemn Warning no matter what, not even if the timing was correct.
