Soldde doesnt negate special summons. It only destroyed monsters that were special summoned.

To answer your question, Soldde would attempt to destroy Stardust, and then Stardust could be chained to the effect to negate the destruction and destroy Soldde.

Soldde doesn't negate summons, he only destroys the summoned monster.

Stardust will negate the destruction eff & try to destroy Soldde, however if Soldde has at least 1 Xyz material attached to it, it won't be destroyed. If it doesn't have any, Soldde will be destroyed.

In either cases, Stardust will come back from the grave when it's the end phase.

The only cards that can negate the summon of Stardust Dragon before its effect would even activate are spell speed 3 counter trap cards like Solemn Warning or Solemn Judgment.
