Evolzar Soldde's second eff

Does Evolzar Soldde's second effect work even if the monster is special summoned through eff?
I know that some cards like thunder king and warning can't negate the monster's summoned by card effect. ei: monster reborn......

Reading the card I would say it can. Thunder king says he has to negate the special summon. It can't do that with effects that special summon because it has to negate the summon itself and can't activate when the chain resolves.

This card does not even negate but only destroys the monster special summoned, like bottomless traphole. So say when you can use bottomless (- the atk restriction) you can use this card.

Since it's not an negate effect, you can activate it during the summon response window.

It can respond to any form of Special Summon except during the damage step.

Ppl should need to learn about what is negating a summon and response to a successful summon in card text.

So what happen if Soldee attacks a facedown tengu ?

For now, with the rulings we learned, Soldde cannot destroy the Tengu that will be SS by the destroyed by battle Tengu.
