Can you apply Armored Ninjitsu Art of Rust effect more than once?

Apparently, there's no official ruling on this card that I can find. Which, the mod "BrandonBalls" on DN abused his power because he was upset that he didn't know the correct ruling, thus kicking me for zero reason other than he was mad. But this isn't a thread for the terrible DN mods, this is for Armored Ninjitsu Art of Rust.

The effect states: "When a monster is Special Summoned to your opponent's side of the field, if you control a face-up "Ninja" monster: Halve the ATK of that Special Summoned monster."

Some rulings: Armor Ninjitsu Art of Rust Mist cannot be activated during the Damage Step. If it's already active, its effect can be activated during the Damage Step.[1]

If at the time of the resolution you don't control a "Ninja" Monster, the effect that halves ATK is still applied.[1]

The ATK of the monsters remains halved even if Armor Ninjitsu Art of Rust Mist stops being on the Field.[1]

The ATK is halved at the time of the resolution of the effect of Armor Ninjitsu Art of Rust Mist.[1]

When I used Ninjas and used this card, the DN mods and watchers all said that you can only activate the cards effect once, but that the effect was continuous. When I tried to look it up to confirm, there's not rulings that state otherwise.

Now I'm facing a Ninja user who used Rust. And he thinks it's effect applies everytime I special summon a monster as long as he has a face-up Ninja.

This happens very frequently on DN. The mods either have no clue of the ruling, or have the ruling completely wrong. So they aren't reliable at all for rulings. DN needs better mods, but again, this thread isn't about them.

Is there any link to an official response to this question? Of course you guys can post your opinion, but I need facts here, not what you "think".

I don't know what to think honestly. Rules or so retarded in Yu-Gi-Oh. It seems they are either inconsistent, constantly changing, or just really random and make no sense. For a game that relies heavily and nearly soley on luck, there sure is a shit ton of rules that you have to know that aren't always stated clearly.

Think of it in terms of Royal Oppression. Once flipped up, the effect can still be activated.

What this ruling means, is that you can activate the card at anytime. If it's already active, you can apply the effect in the Dmg Step. But you can activate without needing your opponent to ss as a cost or anything. So that ruling doesn't speak on the nature of my question.

That ruling tells you that its effect that half the ATK of the SS monster start a chain, and it can be used as many times as you want. And what Tcbskater said is true. And moreover, the current card text and rulings also support that its effect can be used more than once.

It's wording also sounds like it can be used more than once. Basically it reads as long as you have a ninja then you can cut a monster's attack in half permanently when it's special summoned.

Why wouldn't you be able to use the effect over and over again?

I thik that the fact that it's a continous trap implies that the effect activate each times the connditions are met.
