yes, in TCG they treated it as checking the condition upon summon only.

while in OCG it applies as long as remembering how it was summoned.

So, in summation:

• Shooting Quasar Dragon will be able to attack once if banished by Interdimensional Matter Transporter and will still be able to activate its other effects.
• Shooting Quasar Dragon does not forget that it was Special Summoned; it simply does not reapply its effect to attack more than once.
• Effect Veiler would have the same effect in this case after it has worn off.

Ok with all that op? If that's it then this should be solved and another thread can be made about Naturia Bamboo Shoot or whatever else.
