Once per turn, when a WIND monster(s) is destroyed by a card effect and sent to the Graveyard (except during the Damage Step): You can Special Summon 1 Level 3 or lower WIND monster from your hand or Deck, but its effects are negated.

With Shrine's effect, when say Gusto Gulldo is destroyed by a card effect, say Dark Hole, can I use both the effect of Shrine and Gusto Gulldo, one after the other, to get two monsters on the field?

Yes. They have the exact same timing (when a monster (Gulldo) is destroyed/sent to the Graveyard). As such, you can chain both effects together and get 2 monsters.

guldo is destroyed by dark hole, so you can get both guldo and shrine effect.
