Side decking issues. and game issues. If you change your deck between matches. Or use cards not in your side deck. I will know. It will also be used when the tournament is complete to check you used the right deck to fairly win through all your duels.

It is standard procedure when playing online.

Before Polipluff left I asked him to confirm the lost, last thing he said was he didn't even care about the tournament anymore, then logged off. I don't know, you may need to personally talk to him.

Its for activity on the forum, if you are active here then you most likely will come back to check the topic. If you have 1 post and just randomly decided to sign up, chances are you might forget to come back and make your spot a useless spot that i could have given to someone that would be active.
