- I ask if he wishes to use priority
- He does and declares he will mill 3
-I chain macro cosmos

does the effect go through, or does it fizzle since the cards cannot be sent to the graveyard?

costs must be paid bevore you can chain anything, there is no reason why it shouldn't go through.

If he calls priority the cards are already sent to the graveyard before you activate macro cosmos

Chain Link 1 : Card Trooper's activation. Costs are paid, and 3 cards are sent to the graveyard
Chain Link 2 : Macro Cosmos activates.
-Resolution-
Chain Link 2 : Macro Cosmos resolves. From now on every card will be banished
Chain Link 1 : Card Trooper's eff resolves and he gains 1500 ATK

Card Troopers pays it's cost of 3 cards in sends them to the grave. Macro then chains and activates, but the cards are already in the grave, so Trooper's getting his boost!
