Solved Debris Dragon --> Card Trooper

Hey everyone.
If I Normal Summon Debris Dragon, I can Special Summon Card Trooper from my Graveyard.

Can I still use the milling from Card Trooper, even though Debris Dragon negates my effect ???

Cause the milling is actually a cost for the effect. But then the effect is negated.

You can mill since it's part of the cost, but Trooper will not gain any attack. That is because Debris negates the effect, not the activation of the effect.
