solemn judgment and royal decree

If I were to use royal decree,and in retaliation they used solemn judgment, would it go off.

If you mean can he chain Solemn Judgment to Decree then yes he can

If you mean can you chain Decree To Judgment than no you can't.

If you mean can he activate Solemn Judgment while Decree is face up then yes but it will have no effect
