Can a counter trap card be played to counter the activation of royal decree?

In a duel I played divine punishment to counter royal decree and my opponent told me, once royal decree is activated all traps can't be played.

You can chain to Decree because it isnt activated yet. When the chain resolves, if you chained Solemn judgment, Seven Tools, Divine Punishment, etc, it resolves backwards. Therefore any traps you chain in response to Decree resolve before Decree starts negating everything. Therefore yes you can negate it with a trap if its in response to teh activation of Decree.
